FAA Issues New Guidance for PMA Holders

The FAA is looking for comments from the industry on a revision of Order 8120.2, production approval and certification management procedures. According to the Modification and Replacement Parts Association (MARPA), holders of parts manufacturer approvals (PMA), production certificates, approved production inspection systems and technical standard order (TSO) authorizations should review draft Order 8210.2F and submit any comments by September 22. Key changes in the draft order address ways that FAA Manufacturing Inspection District and Certificate Management Offices assess organization and technical indicators used for risk-based resource targeting facility assessments for parts suppliers; clarifies information required on PMA assist letters; and clarifies what happens when ownership and/or name changes occur at PMA and TSO authorization holders. The draft order seems to address criticisms brought up by the Department of Transportation’s Inspector General in a report on FAA deficiencies in oversight of aircraft parts and component suppliers, a subject that could be an issue in an FAA special certification review now under way at Albuquerque, N.M.-based Eclipse Aviation.
