Prospective European clearance for commercial single-engine operations in IMC or at night (SEIMC for short) continues to progress through regulatory approval stages but will not come this year, according to industry sources close to the proceedings. Any approval could be among early decisions of the European Aviation Safety Agency (EASA), which takes over operations responsibilities from the Joint Aviation Authorities (JAA) on October 1.

One month ahead of schedule, the first Citation Mustang production aircraft (S/N 0001) took to the air on Monday. The very light jet (VLJ) flew exactly two hours, performing basic systems and avionics checks, including engaging the autopilot, testing handling characteristics, operating the gear and flaps, activating the de-ice system and evaluating engine response and performance.

The European Business Aviation Association (EBAA) is looking for a new CEO to succeed Brian Humphries, who will become part-time president of the Brussels, Belgium-based group. In the final report on the February 2005 Cessna Citation 560 crash in Pueblo, Colo., the NTSB said it interviewed instructors about pilot training on Citation 560 de-icing procedures. The Citation 560 AFM recommends that pilots wait to activate de-ice boots until one-quarter to half an inch of ice accumulates to prevent so-called ice bridging.

Flight crews and their passengers will be affected by a proposal from the Departments of State and Homeland Security to require a U.S. or foreign passport or other “accepted secure document” when traveling between the U.S. and other countries in the Western Hemisphere. Currently, U.S. citizens in most cases need to show only drivers’ licenses to reenter the U.S. from Mexico, Canada and other countries in the Western Hemisphere.
