The Air Charter Association of North America (Acana) will hold an open forum on Tuesday at the NBAA Convention in Las Vegas to discuss the U.S. DOT’s recently published proposal to regulate aircraft charter brokers. The two-hour session will be held at 3 p.m. in room N115 at the Las Vegas Convention Center, allowing brokers, Part 121/135 operators and industry stakeholders, among others, to ask experts for clarification on the notice of proposed rulemaking (NPRM) and how it will affect their businesses, Acana said.

Among these experts will be Dayton Lehman Jr., former U.S. Department of Transportation principal deputy assistant general counsel of the aviation enforcement office and current president of Capitol Business Solutions’ Aviation Group; aviation attorney Kent Jackson, founder and president of Jackson & Wade; David McCown, Acana chairman and senior vice president of Air Partner; and Brent Moldowan, Acana president and Jeppesen business aviation sales manager.

“The NPRM affords the industry a unique opportunity to provide the government with the information the industry deems necessary to permit expanded licensed operations, while ensuring a proper balance between the marketplace and protecting consumers,” Lehman said. However, Jackson warns that the NPRM offers a “mixed bag” of opportunities and hazards for charter brokers and operators.
