Canada's Safety Board Investigates Midair Near D.C.

The investigation continues into the midair collision of a Beechcraft Bonanza and a Piper PA-28 that took the lives of two people on May 28. The collision took place over Summerduck, Va., 45 minutes southwest of downtown Washington.

Dr. James Duncan, pilot of the Bonanza, and his passenger, Paul Gardella, were killed in the crash, while the pilot and only occupant of the Piper, Thomas Proven, was injured. After the midair, the Bonanza broke into at least two pieces and caught fire before impact. Proven managed to fly his damaged PA-28-140 safely to a survivable landing in a grassy field. Duncan was employed by the NTSB, while Proven was employed as an accident inspector with the FAA.

In an unprecedented action, NTSB Chairman Deborah Hersman asked the Transportation Safety Board (TSB) of Canada for investigatory assistance to avoid any conflict of interest because U.S. government employees were involved in the crash.
