Acceding to community noise complaints, New York helitour operators and officials from the city’s Economic Development Corporation have agreed on a new set of operating rules that will significantly curtail the volume, frequency and geographic area of permissible sightseeing flights. Four- to eight-minute flights, the current mainstay of the Manhattan-area air-tour business, are now banned. Flights also must stay largely over water and maintain a cruise height of no lower than 1,500 feet agl over land.
