Foreign Repair Station Moratorium Effort Imminent

According to the Aeronautical Repair Station Association (ARSA), the International Brotherhood of Teamsters is gearing up to ask lawmakers to include in an upcoming economic stimulus bill a moratorium on the use of foreign repair stations by U.S. air carriers. Such a moratorium, ARSA explained, could mean that “U.S. repair stations would almost certainly be hit by punitive reciprocal measures that would make it more difficult to serve foreign customers.” According to a Teamsters document circulating on Capitol Hill, “This huge increase in outsourcing of aircraft maintenance is alarming for a number of safety, security and economic reasons. First, the FAA simply is not equipped to audit the work that is performed at foreign repair stations. Second, the outsourcing of aircraft maintenance to foreign repair stations has contributed greatly to the loss of skilled American jobs, diminished safety and security for the flying public, and to the decline of the American airline industry’s historical technological and innovative edge over its competitors.” ARSA said that it “is doing what it can to defeat this proposal.”
