NBAA Members Tell TSA DCA Access Unworkable

NBAA vice president for safety, security and regulation Doug Carr, representatives from five NBAA member companies and other industry groups met with Brian Delauter, manager of the TSA’s general aviation branch, recently to discuss obstacles to business aviation traffic at Ronald Reagan Washington National Airport (DCA). Delauter is looking for ways to simplify the onerous DCA Access Standard Security Plan, which while it allows corporate aircraft to use DCA, has led to only about three movements per day of an allotted 24. NBAA members don’t use DCA because many are not based at portal airports where security checks are done and they have to carry an armed security officer. “We have identified that we can live up to a high security standard with a high level of compliance,” Carr said. “We think there has to be a better way of doing this to make the airport more attractive to companies doing business in the capital.” NBAA recognizes that the TSA isn’t proposing any DASSP rule changes, but is considering new ways to apply the rules that might be less onerous. “We don’t think these can be accomplished quickly,” he added, “because of the coordination required [with other government agencies].”
