The FAA this week released a new Information for Operators dealing with risk assessment, and specifically how it relates to a safety-management system. The tool discusses the various risks associated with a flight, how to handle them and what may be considered an acceptable risk.

The FAA yesterday released a final rule governing certification of transport-category (Part 25) airplanes for operation in icing conditions, effective October 9. In publishing the new rules, the FAA added new material to Part 25, Appendix C, the section that details the so-called icing envelope. The new Appendix C material, however, does not address the NTSB’s desire for the icing envelope to be expanded to include larger icing droplets.

The FAA yesterday signed an agreement in Anchorage with a consortium of Alaskan aviation organizations to move ahead with the statewide implementation of ADS-B service.

Although the second quarter of this year raised the order backlog at Hawker Beechcraft to a record $5.1 billion, roughly double what it was at this time last year, the realities of purchasing Raytheon’s aircraft division led to an operating loss of $36.6 million.

The first flight of the Citation XLS+, completed last week at Rockwell Collins’ Cedar Rapids, Iowa facility, “was a great success,” according to Cessna Citation XLS+ program manager Kevin Steinert. The flight progressed as planned, he said, and the aircraft performed as expected with the new modifications.
