Lyon Bron Airport, the business aviation field in France’s second largest city, is still betting on mid-term growth and is preparing to break ground on three major construction projects this year, airport officials said last week. An 80-seat restaurant with accompanying conference room and two boutique shops will be housed in a €1.7 million ($2.1 million) building.

Revenues at Berkshire Hathaway’s services group–which includes fractional provider NetJets and flight-training provider FlightSafety International–were $8.435 billion last year, an increase of $643 million over 2007. Overall, pre-tax earnings at the Berkshire division last year were relatively unchanged from 2007 at $971 million, according to the company’s financial report issued late last week.

Gulfstream Aerospace yesterday said it reached a milestone in development work on the large-cabin G650 and announced that it achieved first flight of a simulated version of the jet on December 15 at the G650 Integration Test Facility (ITF) in Savannah, Ga. The ITF includes a full-scale G650 cockpit equipped with avionics, some production hardware and sensors as well as a full-scale cabin mockup with galley.

A line in President Obama’s 134-page budget for Fiscal Year 2010 has put general aviation lobbyists on high alert. Page 129 contains a notation that “the budget proposes repealing some aviation excise taxes and replacing these taxes with direct user charges.” NBAA said it is “very troubled” by the budget outline because it appears to leave the door open to consideration of aviation user fees for funding the FAA.

In what is a record number of comments on a TSA rulemaking, aviation industry proponents flooded the Transportation Security Administration docket for the Large Aircraft Security Program with more than 4,000 comments against the proposal. Joining the effort is a group of seven Congressional representatives, including Sam Graves (R-Mo.) and Todd Tiahrt (R-Kan.), who sent a letter to the TSA criticizing the rulemaking.
