Controversy continues to swirl around the FAA’s September 2005 aircraft thermal and acoustic insulation regulations, which went into effect in January. The agency amended the original regulations after discovering that the wording implicated a much broader range of components than intended.

A proposed new airport in Panama City, Fla., has cleared a final hurdle. In a record of decision signed on September 16, the FAA said the proposed new airport meets all applicable environmental and safety guidelines. The plan for the new airport calls for two runways–one 8,400 feet long and another 5,000 feet long–on 4,000 acres 20 miles northwest of Panama City donated by the St. Joe Company. St.

Hartmut Mehdorn, chairman of German railway group Deutsche Bahn, has proposed that Berlin’s downtown Tempelhof Airport be redeveloped as a dedicated business aviation facility. Mehdorn, who until the mid-1990s was a senior executive with Airbus and Deutsche Aerospace, has offered to lead a private-sector consortium to implement the project.

The NTSB is focusing its resources for general aviation accident investigation on four “broad GA safety issue areas,” Safety Board chairman Mark Rosenker said in a speech yesterday at the General Aviation Air Safety Investigators Advanced Technical Workshop in Wichita.

FAA Administrator Marion Blakey yesterday established a forum of airline, labor and medical experts to recommend whether the U.S. should adopt the new International Civil Aviation Organization standard effective November 23 that will allow one of the two pilots in the flight deck to be over age 60, but not over 65. The forum will also determine what actions would be necessary if the FAA were to change its rule.
