With movement toward a long-term FAA reauthorization bill at a standstill, entities as diverse as the Portland Cement Association, the AFL-CIO Transportation Trades Department and the U.S. Chamber of Commerce joined with aviation interests last month in urging the Senate into action.

Water that pooled under the floor panels of a Falcon 20, froze and restricted the movement of the aileron trim actuator as the airplane was landing at London Stansted Airport is to blame for the airplane’s “frozen” controls, according to the UK Air Accidents Investigation Branch.
After conducting an internal investigation, last month Southwest Airlines leaders switched from defending the airline’s maintenance practices to suspending three maintenance employees and grounding a significant number of airplanes to re-inspect them for possible cracks. The FAA issued a statement on March 6 proposing that Southwest Airlines pay a $10.2 million civil penalty for its error.
German airline Lufthansa has ordered two Cessna Citation CJ3s and two Citation XLS+s for its Private Jet service, which offers connections and point-to-point travel to first-class passengers in Europe. With regional jet conversions and reallocation of previously ordered aircraft, this will bring to nine the total number of aircraft available for Lufthansa Private Jet.
Among the changes at PAMA is a restructuring of the annual event. “We have parted ways with Cygnus and are now in control of our trade show,” board chairman Clark Gordon told AIN. “We are implementing regional events rather than national.”
The Professional Aviation Maintenance Association (PAMA) met some resistance when, in July 2005, it became an affiliate of the Society of Automotive Engineers (SAE), but nearly three years on, time has shown the wisdom of the move. SAE brought large-association stability–and management expertise–to the table.
Travelers’ aviation unit last month introduced a new workers compensation insurance program for corporate flight departments. According to the company, its aviation workers compensation program will provide “top-quality workers compensation coverage” for general aviation flight departments–including pilots, ground crew and administrative staff–to help keep rising loss cost trends under control.
The FAA has outlined in a new information for operators (InFO 08008) the ICAO English language proficiency requirements, which took effect last month. The ICAO Annex 1 standards require all licensed pilots, as well as flight engineers and flight navigators operating internationally as required crewmembers, to hold an airman certificate with a language proficiency endorsement.
A Lufthansa Boeing 737 recently became the first aircraft to use mode-S capability to transmit its radar identification (flight ID), without the use of a secondary surveillance radar (SSR) code. The 737 flight crew was able to automatically correlate the aircraft’s electronic flight plan data by entering a 24-bit code into the aircraft computer.
The NTSB has called the FAA’s response “unacceptable” to four out of six safety recommendations addressing human fatigue and duty-time limitations.
