Ron Swanda, who was the first representative of the U.S. aviation industry to participate in the European Joint Aviation Authorities’ deliberations on operational rules and regulations, has retired as the General Aviation Manufacturers Association’s senior vice president of operations after 25 years with the organization. He was also a member of the U.S.

Several recent developments have begun to allay concerns that the FAA’s NextGen ATC modernization effort was stagnating because of lack of direction and sense of urgency.

The NextGen Concept of Operations was released on June 13 and the NextGen Enterprise Architecture on June 22. The Joint Planning and Development Office (JPDO) considers the two documents to be major milestones in the development process.

• The Senate by a vote of 53-46 rejected new laws pertaining to immigration. The vote, which pundits consider a crushing defeat for President Bush, fell 14 votes shy of the 60 needed to limit debate and establish an up-or-down vote. Senate majority leader Harry Reid (D-Nev.) had no choice but to pull the bill for the second time in a month.
