The National Air Transportation Association (NATA) warned of a new requirement imposed by Alabama. The state has decided to apply to aviation facilities legal standards for self-serve auto fuel pumps. These standards include a requirement for all self-serve pumps to have visual indicators of quantity and cost and that all pumps reset to zero when finished pumping.

Two nonbinding referendums on opposite coasts of the U.S. allowed voters to register their opinions about airport projects, and both referendums failed to win approval. In Jacksonville, Fla. voters were asked to support a plan to return Cecil Field to the U.S. Navy, which gave most of the airport to the city in 1999.
The FAA has determined that the minimum random drug and alcohol testing percentage rates for next year will remain at 25 percent of safety-sensitive employees for random drug testing and 10 percent of safety-sensitive employees for random alcohol testing. These rates have remained unchanged since 1998, when they were first set.
Lockheed Martin announced its bidding team for the FAA’s nationwide automatic dependent surveillance-broadcast (ADS-B) program. The team includes ground station manufacturers Sensis and Rannoch, avionics integrator Honeywell and secure network communications specialist Harris. The FAA plans to award a “performance-based” contract next July, under which the winner will fund, build and operate some 500 ground stations.
After operating below the radar for several years, Maverick Jets, now headquartered in Jackson, Wyo., revealed it is working on a next-generation Maverick Leader called the SmartJet. The five-seat, twin-turbofan, all-composite SmartJet has a planned mtow of 4,160 pounds, an empty weight of 2,150 pounds, a normal cruise speed of 277 knots at 22,000 feet and a max range of 1,250 nm.
Dassault recently delivered the first Falcon business jet to be registered in China. The Falcon 2000 is being operated by Citic, said to be China’s largest state-owned financial services holding company. Citic expects to take delivery of a Falcon 900DX late next year.

AIN has learned that FAA officials are considering the introduction of TCAS-III to meet collision-avoidance needs when large unmanned aircraft start to operate in civil airspace.
The FAA has adopted its four-year-old proposed rule to revise simulator and flight training device (FTD) requirements and consolidate them into a new FAR Part 60. The new rule, which has been under discussion for more than four years, is slated to go into effect next October and gives those affected until 2013 to be in full compliance.
The FAA introduced another online information-dissemination vehicle on October 30, this one called Information for Operators (InFO). An InFO provides commercial operators information “that should help them meet certain administrative, regulatory or operational requirements with relatively low urgency or impact on safety,” the FAA explained.
