January 13 is the closing date for comments on the FAA’s proposal to establish rules covering extended twin-engine operations (ETOPS) applicable to Part 121 and 135 operations. The vast majority of the more than 60 comments submitted by press time supported the proposed ETOPS thresholds of 180 minutes for Part 135 and 207 minutes for Part 121.

Alteon Training is also launching Boeing Business Jet pilot training at its facility in Palma, Spain. BBJ training will use a level-D simulator with a head-up display to provide initial, recurrent and refresher courses, as well as progressive checks. Alteon also conducts BBJ training in Atlanta, Long Beach, Calif., Miami, Seattle and London.
Cabin-safety and service training for business-jet flight attendants is now being offered by Alteon Training, a Renton, Wash.-based subsidiary of Boeing. The five-day course includes training in evacuation, firefighting, first aid, ditching, security, hazardous-materials handling and crew resource management. Additionally, flight attendants receive training in food handling and service.
Honeywell SPZ 8000 symbol generators in more than 90 Falcon 900s would have to be replaced if the FAA enacts a proposed AD. The FAA said that during approach, the quantity of data being processed may cause the EFIS display to flash or go blank.
A source close to the Mercury Air Centers division of Mercury Air Group told AIN at press time that plans to sell the division to Washington, D.C.-based Allied Capital are moving forward. With due diligence ongoing, the target date for closing the $70 million deal is the end of this month. Mercury Air Centers, one of four divisions of Mercury Air Group, operates 19 FBOs nationwide.
The British government has cleared the way for new runways to be built at London Heathrow and Stansted Airports. In a long-awaited white paper released on December 15, transport secretary Alistair Darling provisionally approved the construction of a second runway at Stansted Airport in the 2011 to 2012 time frame and the addition of a fourth Heathrow runway in the 2015 to 2020 period.
Boeing’s Phantom Works has sent its canard rotor-wing (CRW) prototype aloft for flight test. The unmanned 80-second flight, controlled by former USAF special operations pilot Stetson Cowan, took place at the company’s Yuma, Ariz. test facility on December 3 and is reported to have gone well.
The Internal Revenue Service recently published Revenue Procedure 2003-85, which provides inflation-adjusted items for 2004. Section 3.27 specifies the rates for 2004 for the domestic segment fee and the international arrival/departure tax, applicable for commercial air transportation.
For the first time since 1975, the number of safety recommendations classified as “open” has dipped below 1,000, the NTSB said last month. Of the 989 open recommendations, 335 are related to aviation and 339 to highway transportation.
The FAA is reviewing a proposed noise-compatibility program for Louisville International Airport, Kentucky. The program, being developed under Part 150, is scheduled to be approved or denied no later than May 16. A preliminary review indicates that it meets all the requirements, according to the agency.
