England and Wales have begun consolidating local police air assets into the new National Police Air Service (NPAS) to provide a national, borderless service making use of the nearest aircraft. The 24-hour air service will operate 28 aircraft from 23 locations and be able to reach “98 percent of the population of England and Wales within 20 minutes.” The British government hopes the NPAS program will save up to £15 million ($24 million) a year. The service is being implemented regionally, and the consolidation is expected to be complete by January 2015.

AgustaWestland’s new eight-ton medium-heavy twin recently completed high/hot testing in Arizona, Colorado and Texas and now heads north. The company expects certification in this year’s second half. AgustaWestland has logged orders for approximately 60 of the new helicopters, primarily from the oil and gas market.
Australian operator Newcastle Helicopters has plans to launch a floating heliport in Sydney’s harbor in the middle of this year. The powered, flat-top vessel will feature two helipad sites, aircraft storage, refueling facilities and meeting rooms.
Satcom Direct recently launched the FlightDeck 360 iPad app, which provides pilots access to airborne datalink communications and real-time flight data. A key benefit of FlightDeck 360 is that operators can use their satcom Internet connections to gain datalink functionality, without needing or having to install a flight management system.
Accord Technology’s NexNav mini GPS receiver is now available to provide the GPS solution for Trig’s TT31 ADS-B out transponder. The combination of the NexNav mini and Trig TT31 meets the FAA’s 2020 ADS-B out mandate, which requires a GPS source that meets specific accuracy requirements (TSO-C145c Class Beta 1). The TT31 retails for $3,349 and with the NexNav mini is installable under an approved model list in a variety of aircraft. The NexNav mini costs $5,775. Flight-testing was done in a Mooney M20.
Despite the European Union’s decision to postpone enforcement of its Emissions Trading Scheme (ETS) for international flights until next fall, President Obama signed a bipartisan measure on November 27 that orders the U.S. Secretary of Transportation to prohibit U. S. aircraft operators from participating in the EU carbon tax plan.
“With final passage of this act, the President and Congress stand as one in declaring that the EU-ETS is an overreach, it’s wrong, and it won’t fly with operators based here in the U.S.,” said NBAA president and CEO Ed Bolen.
ETS is still in full force for all flights between airports in the 27 European Union states, and also in the so-called European Economic Area (also including Iceland, Norway and Liechtenstein) as well as Switzerland and Croatia. The European Commission has made it clear that non-European operators will still be required to complete the monitoring, reporting and verification (MRV) process for carbon dioxide emissions from intra-European flights. They will also be required to submit carbon credits covering these emissions. Legal opinion seems to be in agreement that the new U.S.
At an omnibus hearing on December 11, the progress of Hawker Beechcraft toward emerging from Chapter 11 bankruptcy protection moved ahead with court authorization to enter into the debtor-in-possession (DIP) amendment and to pay certain related fees and expenses.
From the gauntlet of stands that greeted visitors, to displays tucked into corners of the almost finished economy airline terminal that served as MEBA 2012’s exhibition hall, on the event’s last day exhibitors expressed a range of opinions about the show as varied as their display locations.

The Middle East Business Aviation (MEBA) show made a strong debut in its new home at the Dubai World Central site, with organizers reporting attendance 20 percent up on the 2010 event at 7,549 trade visitors from 84 countries. The 2012 show drew 385 exhibitors from 45 countries, a 14-percent boost on the previous event.
