The FAA issued a notice of proposed rulemaking (NPRM) that would revise the requirement for function and reliability (F&R) flight testing to include turbine-powered airplanes with an mtow of less than 6,000 pounds. The requirement adds significant costs to certification of new airplanes and is a threshold that the Eclipse 500 VLJ was able to remain under when it was certified.

Sandpoint, Idaho-based Quest Aircraft received FAA approval to increase the mtow for its Kodiak turboprop single to 7,225 pounds, up from the existing 6,750 pounds. With the increase, the Kodiak’s useful load rises to 3,535 pounds. The Kodiak obtained FAA certification in 2007.
NBAA applauded the Washington State legislature’s decision to scuttle a provision for an “onerous” tax proposal for aircraft in its annual spending bill. To oppose the tax hike, NBAA banded with other groups–including the Pacific Northwest Business Aviation Association, AOPA and the Washington Pilots Association–to form a unified grassroots coalition known as the Washington Aviation Coalition.

Avantair continues to take deliveries of new Avanti II turboprop twins and expects to more than double the size of its all-Avanti fleet over the next three years from 52 to 107 aircraft, the Clearwater, Fla.-based company said. Meanwhile, its aircraft card program continues to grow, with first-quarter sales reportedly increasing 183 percent from year-ago levels.
AIN has learned that Gulfstream Aerospace is working on new designs that may leverage elements of the new G650. One source speculated that a shorter G650 fuselage with new engines could provide a modern replacement for the G450/G550. Another source said that engine manufacturers Pratt & Whitney and GE are proposing new engines for Gulfstream’s next jet program.
The British Business and General Aviation Association (BBGA) is looking for a new chief executive to replace Guy Lachlan, who will be leaving the organization to pursue an opportunity outside aviation. The recruitment process began last month and shortlisted candidates will be called for interview beginning late this month until a suitable applicant is found.
The recent increase in business aviation flight hours has resulted in an increase in the number of accidents, especially among the turboprop segment, according to statistics compiled by Boca Raton, Fla.-based industry safety analyst Robert E. Breiling Associates.

The FAA designated Tom Norton as one of only two Eclipse 500 pilot examiners in the world, allowing Sarasota, Fla.-based Norton Aviation to offer in-aircraft type-rating training, in addition to the FAA type rating checkride. Pilots can choose between conducting the training and FAA checkride at any location in their own aircraft or using Norton Aviation’s Eclipse 500.
