The three runways at Quad City International Airport in Moline, Ill., have reopened after being closed for six months due to renovations to the main 10,000-foot runway and the “bulls-eye” area where the three runways intersect. A temporary runway, 10/28, that allowed aircraft to use the airport during renovations will now be converted into Taxiway Papa.

Al Bateen Executive Airport, the Gulf Region’s only dedicated business aviation airport, saw 1,903 movements in the third quarter, a 12-percent increase from the same period a year ago. The fastest growing traffic segment in the quarter at Al Bateen was visiting aircraft operations, which soared by 42 percent, to 202 movements. It expects strong growth in traffic later this month, when the Abu Dhabi Formula One events will take place.

Million Air officially opened its new $12 million general aviation complex at Gulfport-Biloxi International Airport this week. The FBO complex includes a 12,500-sq-ft hangar, 20,000-sq-ft hangar and adjacent 3,000-sq-ft U.S. Customs facility, as well as 200,000 sq ft of ramp space.

Gulfstream Aerospace expects to receive provisional type certification (PTC) of its wide-cabin G650 this year–possibly by the end of this month–followed by issuance of the full type certificate early next year. Deliveries will begin in the second quarter of 2012 “as we said years ago,” said Gulfstream president Larry Flynn.

NBAA is praising the Senate for passing an appropriations bill containing language that would reinstate the Block Aircraft Registration Request (Barr) program. The FAA dismantled the aircraft tail-number blocking privacy program in August. H.R.2112 was passed on Tuesday by a 69 to 30 vote.

NetJets terminated its franchise agreement for Middle East fractional aircraft services with National Air Services (NAS) of Saudi Arabia this week. NAS CEO Sulaiman Al-Hamdan conveyed the news to NAS employees in an email on Monday, while promising that the company’s business would continue as is.
