The rewrite of the EASA’s CS-23 and the FAA’ s Part 23 rules (known as the “CS/Part 23 Reorganization” initiative) is taking shape, and at a workshop last month in Brussels European authorities expressed unconditional support for the effort. Manufacturers of light aircraft (up to 12,500 pounds) are propelling this effort to establish more practical rules.
The European Aviation Safety Agency (EASA) now operates under a new organizational structure, meant to ensure a stronger focus on oversight with a new strategy directorate. EASA executive director Patrick Ky launched the reorganization in April.
The Aviation Rulemaking Committee (ARC) report on recommended changes to general aviation aircraft certification regulations has been released, just in time for the opening of this year’s EAA AirVenture Oshkosh show on July 29. And, in what appears to be encouraging support from the federal government, new Department of Transportation Secretary Anthony Foxx expressed support for the recommendations.
The House of Representatives passed the Small Airplane Revitalization Act of 2013 on July 16. A companion bill has already been introduced in the Senate.
Congressman Mike Pompeo (R-Kan.), whose district includes Wichita, has introduced a House bill to implement changes in the certification process for light general aviation aircraft. H.R.1848, the “Small Airplane Revitalization Act of 2013,” has already been referred to the House aviation subcommittee for further legislative action.
In an effort to strengthen and speed up the certification process for Part 23 aircraft, a government/industry working group is trying to find a better approach to getting aircraft, avionics and powerplants to the market faster.
