The Aviation Safety Network has reported on the status of equipping Russian commercial aircraft with airborne collision and avoidance systems (ACAS) as well as ground proximity warning systems (GPWS) now that the July 1, 2012 deadline in the Russian Federation has passed.
On December 16 last year, the European Commission adopted a new regulation mandating Change 7.1 software for airborne collision avoidance systems (Acas II) used in aircraft operating in European airspace. The new regulation applies to turbine-powered aircraft with maximum takeoff weights of more than 5,700 kg (12,566 pounds) or aircraft authorized to carry more than 19 passengers.
Eurocontrol is offering equipment exemptions until March 31 next year for operators flying to Europe without ACAS II (TCAS with Change 7). A rash of problems related to obtaining necessary STCs and Service Bulletins, equipment non-availability and certification problems has been plaguing operators since before the original January 1 deadline, prompting the extension.
On March 31 exemptions to ACAS II (TCAS II, Change 7) requirements in Europe were set to expire. The rule, which had been delayed by more than a year to give operators time to equip, covers all civil turbine-powered airplanes with mtow greater than 12,566 pounds or configured for more than 19 passengers.
