With the U.S. terrorist threat level lowered from orange (high risk) to yellow (elevated risk) on April 17, the question then became when–if ever–will the Air Defense Identification Zones (ADIZ) imposed over Washington, D.C., and New York City be rescinded?

At 9:25 a.m. EDT on  Tuesday, September 11, the Department of Transportation, via the FAA, ordered the U.S. National Airspace System (NAS) closed to all civil flights at its 460 controlled and 15,000+ nontower airports. Canada’s Ministry of Transport followed suit within one hour.

While the FAA was in the process of reducing the size and shape of the Washington, D.C. air defense identification zone (ADIZ), the Transportation Security Administration and the Department of Homeland Security continued working on mandatory security measures for general aviation.

On June 9, Kentucky Gov. Ernie Fletcher was inbound to the Washington, D.C. area aboard a state-owned King Air to attend the funeral ceremony for President Ronald Reagan. Unfortunately, the transponder on the airplane was not working. When the aircraft reached the D.C. flight restricted zone, an area that extends some 16 miles around the Capitol, it was misidentified as a potential terrorist threat, leading to the evacuation of the U.S.

The House of Representatives issued its long-anticipated version of the FAA reauthorization bill last night, and user fees are not included. In lieu of user fees, however, the bill allows the FAA to raise fuel taxes a few cents per gallon and to charge a variety of miscellaneous fees, such as $130 to register an aircraft, $50 for an airman certificate and $45 for a medical certificate.

While legislation that would direct the Transportation Security Administration to study the vulnerability of general aviation airports to terrorist acts is dragging through Congress, there is talk in the GA community about possible changes to the widely reviled Washington, D.C., air defense identification zone (ADIZ). The ADIZ now covers 3,700 sq mi that closely follow the Washington-Baltimore Class B airspace.
