The statistics tell the story. Over the last four years, there have been 1,475 runway-incursion incidents at controlled airports in the U.S., an average of one a day. Data from other countries are not readily available, but experts say incursions are on the rise worldwide. While the Federal Aviation Administration has focused primarily on pilot education initiatives to warn of the dangers of incursions, avionics makers have other ideas.
The European Aviation Safety Agency and the Direction Générale de l’Aviation Civile of France have issued approvals for limited use of Honeywell’s runway awareness and advisory system (RAAS) in Europe. The EASA STC covers RAAS installation on the Learjet 31, 35, 36, 55 and 60, while the French authority approved the system for the Boeing 777.
The EMAS arrestor bed at the end of Teterboro (New Jersey) Airport’s Runway 6 is difficult to see at night, and two jets have taxied into the bed, made of porous concrete by ESCO’s Engineered Material Arresting System Division and designed to stop aircraft traveling at high speed. On October 25, a Challenger taxied into the EMAS after landing, one week after installation.
Raytheon Beech King Air 200, Leonardtown, Md., Oct. 12, 2006–Landing on Runway 29 at St. Mary’s County Regional Airport, King Air N528WG touched down on the main gear in a “firm but normal” landing, approximately 1,200 feet down the runway and within four or five feet of the right of centerline. As soon as the airplane touched down, the landing gear warning horn sounded intermittently for several seconds, and the right wing began to drop.
Emirates has expanded the use of self check-in facilities at Dubai International Airport. It now offers 11 self-service kiosks to passengers holding electronic or magnetic-strip tickets. Passengers with no bags to check can proceed straight through immigration to the gates, while those with checked bags can deposit them at the new quick baggage drop booths.

An increase in the number and severity of runway incursions at three major airports has promoted an audit by the DOT inspector general (IG). During the period fiscal year 2005 through April, Boston Logan had 18 incidents (one severe), Chicago O’Hare had 12 incidents (three severe) and Philadelphia had 13 incidents (one involving a collision).
On May 15 last year a Citation CJ2 (Danish registration OY-JET) landed 1,000 feet down the 2,948-foot-long runway at Bader Field in Atlantic City, N.J., and crashed into the water. There were no serious injuries to the four occupants.
A new FAA policy will require Part 91, 121, 125 and 135 jet pilots never to land where available runway is not at least actual landing distance plus 15 percent. If conditions deteriorate en route, pilots will have to recalculate actual landing distance and the 15-percent safety margin. If the total is more than the available runway length, they will have to land elsewhere.
On Monday the NTSB posted its preliminary report on the June 3 accident involving Dornier 328JET N328PD. The aircraft, operated under Part 91 by East Coast Flight Services, was substantially damaged during a runway overrun, following an aborted takeoff from Runway 34R at Manassas Regional Airport, Va.
