Neither the instrument-rated private pilot nor his five passengers were seriously injured when their Citation II, N35403, was substantially damaged on January 1. The pilot said that while the airplane was on the GPS Runway 17 approach to Ainsworth Municipal Airport, Neb., the cockpit windows became obscured by ice and he decided to land the airplane instead of making a missed approach. IMC prevailed at the time of the accident.

Signature Flight Support has bought the Harrods Aviation FBO at London Heathrow Airport. Just three months ago, Signature acquired the airport’s only other business aircraft handling operation with the purchase of Executive Aircraft Services. Signature will consolidate the two Heathrow operations in the former Harrods Aviation premises. Meanwhile, Harrods is retaining its larger operations at London’s Stansted and Luton Airports.

BOMBARDIER LEARJET 25B, DEL RIO, TEXAS, SEPT. 19, 2003–Flying at 190 knots on final approach, the pilot of Lear N666TW first braked at 1,247 feet from the departure end of 5,000-foot Runway 13 at Del Rio International Airport (DRT). The airplane overran the runway, hit the airport perimeter fence, went across a roadway, through another fence, destroyed four mature cedar trees in a cemetery and knocked over several headstones and monuments.

The British government has cleared the way for new runways to be built at London Heathrow and Stansted Airports. In a long-awaited white paper released on December 15, transport secretary Alistair Darling provisionally approved the construction of a second runway at Stansted Airport in the 2011 to 2012 time frame and the addition of a fourth Heathrow runway in the 2015 to 2020 period.

The FAA is reviewing a proposed noise-compatibility program for Louisville International Airport, Kentucky. The program, being developed under Part 150, is scheduled to be approved or denied no later than May 16. A preliminary review indicates that it meets all the requirements, according to the agency. Guardian Jet Center, a one-year-old FBO at Ontario International Airport, Calif., has apparently outgrown its 24,000-sq-ft hangar and current terminal. The company recently broke ground for an additional 22,000-sq-ft hangar expected to be completed early this month. A larger terminal is expected to be built by early next year.

The Transportation Security Administration (TSA) is now expected to issue an informational circular early this spring on security recommendations for general aviation landing facilities. Pam Hamilton, TSA director of aviation initiatives, said the agency hopes to issue the informational circular by March or April, although it could conceivably come sooner.
