Alleged maintenance-related gaffes at Trans States Airlines, GoJet Airlines and Executive Airlines prompted the FAA to propose more than $3.1 million in civil penalties against the carriers in late June. The proposed fines against St. Louis-based Trans States Holdings subsidiaries TSA and GoJet totaled $2,476,075, while American Eagle unit Executive Airlines faces a $700,000 penalty.

American Eagle president and CEO Peter Bowler has given AMR notice of his retirement after a 26-year career with American Airlines and its regional subsidiary. AMR has asked former American Eagle chief Dan Garton to return to his old post to replace Bowler. AMR also reiterated that it might divest itself of its regional subsidiary. It first announced the possibility of a sale in 2007.

American Eagle Airlines plans to place nine first-class seats on each of its 25 Bombardier CRJ700 regional jets and ready them for use by July 2, the company announced last month. As part of the service, Eagle will offer complimentary first-class dining service.
• In January 2006, two pilots flying an American Eagle Saab 340 out of San Luis County Regional Airport in San Luis Obispo, Calif., nearly lost control after the autopilot shut off during icing conditions on climb-out. The Saab 340 lost 5,000 feet during the recovery.
Ever since the crash of American Eagle Flight 4184 (an ATR 72) in Roselawn, Ind., on Oct. 31, 1994, the NTSB has been recommending that the FAA enact a new rule that the Board believes might have prevented these accidents. As a result of the crash of Flight 4184, the NTSB recommended that the FAA “prohibit the use of the autopilot” during encounters with icing conditions.
The FAA last month amended its certification standards for icing protection on transport-category airplanes. The new rule, which goes into effect September 2, will require new systems to increase pilot situational awareness during icing conditions.

American Airlines sister company AMR Leasing signed a contract to sell and lease back the 39 ATR 72s flown by American Eagle unit Executive Airlines. Under the terms of the deal, AMR Leasing will sell all the airplanes to an undisclosed entity that will lease the aircraft to Ireland’s NK Aviation, a newly formed joint venture between Denmark’s Nordic Aviation Capital (NAC) and Kirk Kapital A/S.
