Satellite-based surveillance developer Aireon will provide a free emergency tracking system for aircraft when the satellite constellation it will use is launched and operating, as expected, in 2017. Aireon announced the service on September 22, saying the disappearance of Malaysia Airlines Flight 370 earlier this year makes global emergency tracking “essential.”

The FAA is moving ahead with a plan to expand the services offered by Houston Center in the Gulf of Mexico by September 2016. As part of the plan, the FAA will install three more ADS-B radios in Mexico to enhance surveillance over the Gulf with a 60- to 80-nm coverage overlap between Houston Flight Information Region and Merida and Monterrey ACC airspace.

As more aircraft equip with ADS-B OUT–which broadcasts position, velocity, altitude and other information in unencrypted formats on easily received frequencies–business aircraft operators are concerned about whether they can continue blocking their aircraft from display on flight-tracking websites. While the FAA offers a way for operators to request blocking of particular aircraft from FAA radar data feeds, there currently is no physical means to block reception of mode-S transponder or ADS-B signals by a simple receiver.

Europe has delayed the mandate for ADS-B out equipage in its airspace. The earliest ADS-B out requirement in Europe was Jan. 8, 2015, for new aircraft, with retrofit installations due Dec. 7, 2017. The new dates are June 8, 2016, for new aircraft and June 7, 2020, for retrofit.

The U.S. Department of Transportation’s inspector general (IG) last month issued recommendations related to the FAA plan to integrate two runway safety systems with airport surface detection equipment (ASDE-X). The two systems are the runway status lights (RWSL) system, which gives pilots a visible warning when runways are occupied; and the automatic dependent surveillance-broadcast (ADS-B) system that generates simultaneous alerts to controllers and pilots of potential runway incursions and ground collisions.

The FAA mandate to equip with ADS-B OUT avionics is coming in fewer than 5.5 years, and many owners and operators are still waiting to upgrade their aircraft, either because they’re hoping prices will drop and technology will improve or they aren’t sure they’ll be keeping their aircraft beyond the deadline.

Trig Avionics has partnered with the NextGen GA Fund, which will help provide loans for avionics upgrades. Trig’s TT31 mode-S transponder is an easy and cost-effective tray-compatible retrofit for the ubiquitous King KT76A found in many GA aircraft, and this upgrade provides a 1090ES-compliant ADS-B out installation. Trig also manufactures the “world’s smallest” mode-S transponder, the TT22, which features 1090ES ADS-B out and an integral altitude encoder.

The FAA said an updated draft of advisory circular (AC) 90-114A was created to facilitate operations using Automatic Dependent Surveillance-Broadcast (ADS-B) technology to remain in compliance with Part 91.225 and 91.227, required after Jan. 1, 2020. The AC applies to all U.S. operators intending to use ADS-B and provides guidance for the authorization of additional ADS-B Out and ADS-B In operations and their associated aircraft qualification and maintenance requirements.

This year, L-3 Aviation (Chalet A10-15) should generate more than $500 million in sales, according to Ralph DeMarco, v-p of marketing and sales. The five divisions include Aviation Communication and Surveillance Systems (ACSS) in Phoenix, Arizona, which is an L-3 and Thales joint venture; L-3 Aviation Recorders in Sarasota, Florida; L-3 Avionics Systems in Grand Rapids, Michigan; L-3 Display Systems in Alpharetta, Georgia; and L-3 Electronics Systems Services in Canada.
