Two Senators have inserted language into the FAA Reauthorization bill that circumvents the normal channels governing airspace regulation for specific areas in their home states. Sen. Ron Wyden (D-Ore.) added an amendment to the bill that allows the National Park Service to stop air tours over Crater Lake National Park without first preparing an air-tour management plan, as required in every other national park.
Yesterday the FAA published a notice of proposed rulemaking (NPRM) that would mandate that all helicopters transiting the Long Island area of New York VFR use the North Shore Route. A voluntary overwater route was created in 2008 to address area resident noise complaints. The new rule would require civil helicopters flying along Long Island’s northern shoreline to follow this overwater route between waypoint VPLYD and Orient Point.
A manager’s amendment to the Senate’s FAA reauthorization bill includes a provision introduced by Sen. Charles Schumer (D-N.Y.) that calls on the agency to require that all airline copilots accumulate no fewer than 800 hours of flight time and experience flying under a variety of specific conditions, including adverse weather such as icing, before they transport passengers in revenue service.
• Congress took an eight-day break to celebrate the Fourth of July. However, the Senate continued its pro forma sessions to prevent President Bush making recess appointments from a long waiting list. Senate Majority Leader Sen. Harry Reid (D-Nev.) instituted these proceedings early in this session so that Bush’s nominees would have to be submitted to the Senate for a vote of approval.
It should come as no surprise that citizen groups opposing helicopter operation over Manhattan are using the aftermath of September 11 to lobby lawmakers for further restrictions.
