On Friday, the FAA rejected the Burbank-Glendale-Pasadena Airport Authority’s application for a nighttime noise curfew. The airport spent more than $7 million applying for permission to restrict nighttime operations under FAR Part 161, submitting a completed application on May 29.
The Burbank-Glendale Airport Authority last month delivered to the FAA the first-ever application for airport access restrictions that would apply to Stage 3 aircraft. The authority spent eight years and $6.5 million on the application, including submitting a preliminary workup in 2003 to solicit intermediate guidance from the FAA.

The next step, according to the authority, is to submit a formal application for the curfew to go forward, but the application has been delayed and will be rescheduled at an unspecified later date.
Following the end of the comment period for the Burbank-Glendale-Pasadena (Calif.) Public comments released last month on an FAR Part 161 noise study at Burbank-Glendale-Pasadena Airport (BUR) support a nighttime curfew (10 p.m. to 7 a.m.) on all aircraft operations except certain emergencies, military flights and those delayed for reasons beyond the control of the operator.
The Burbank-Glendale-Pasadena (Calif.) airport authority met on March 17 to deliver a presentation on its application for a mandatory nighttime curfew at Bob Hope Airport, which would extend from 10 p.m. to 6:59 a.m., according to NBAA. After the presentation, an airport authority subcommittee will likely recommend that the airport commissioners adopt the curfew, said the association.
In a letter to the Burbank-Glendale-Pasadena Airport Authority dated May 18 (but released only last month), the FAA concluded that the authority’s proposed curfew on all aircraft at Bob Hope Airport (BUR) in Burbank, Calif., “would not be consistent with the statutory requirements that a restriction be reasonable, nonarbitrary and nondiscriminatory.
The FAA is reviewing a proposed revision to the approved noise-compatibility program that was submitted for Burbank Bob Hope Airport (BUR), Calif. The agency, which approved the original program in November 2000, plans to rule on the revision by September 7. Public comments must be submitted by May 10 to the FAA airports division’s Western Pacific Region office (telephone  725-3614).
