Gulfstream Aerospace has appointed Luiz Sandler as its new regional vice president of sales for South America. He is replacing Bill Arrazola, who recently retired. His sales territory spans Argentina, Bolivia, Brazil, Chile, French Guiana, Guyana, Paraguay, Peru, Suriname and Uruguay.

Since 2007, Sandler served as sales director with International Jet Traders, which is Gulfstream’s sales representative for Brazil. Before that he was Embraer’s regional sales manager for Latin America.

In its description of a new rule outlining the upcoming ban on jets that don’t meet Stage 2 noise standards, the FAA incorrectly stated that hushkits are available only for Gulfstream IIs and IIIs.

As part of a growing suite of noise- and pollution-control measures, France’s Nice Cote D’ Azur Airport will invest in the installation of a new underground power system that will reduce business jets’ dependency on auxiliary power units on the ramp. The system, the first of its kind in Europe, provides hatches under each aircraft engine start-up stand for access to a centralized power and heating/cooling system, greatly reducing the number of APU operation hours, as well as reducing exhaust emissions. The $2.7 million project is expected to begin this summer.

Evergreen Apple Nigeria (EAN, Booth 2135) announced here at EBACE that it has signed a representation agreement with Gulfstream Aerospace. This announcement comes just a week and a half after the closing of a successful Nigerian business aviation conference, the country’s first, hosted by EAN. The company is the first fully integrated FBO, maintenance and hangar facility for business jets to open at Murtala Mohammed Airport in Lagos.

Just prior to EBACE, Hangar8 received the documents that secured a landmark dispensation from the Cayman Islands aircraft registry, allowing Hangar8 to operate Cayman-registered aircraft under its UK AOC, as long as the aircraft type itself is already covered by the AOC. This allows Caymans aircraft to be chartered out, and also to be operated under public transport regulations, which are exempt from VAT and minerals tax.

The first Nigerian Business Aviation Conference, hosted last week by Evergreen Apple Nigeria (EAN) in Lagos, was deemed a “resounding success” by the organizers, delegates and speakers. More than 100 delegates attended the event, which was intended to raise awareness of the growing business aviation industry in Nigeria.

Russian Helicopters reported an increase in revenues, to RUB125.7 billion ($4 billion), for last year on the strength of a 10.7-percent increase in deliveries. “Last year we delivered 290 helicopters of nine different types to our clients from 19 countries,” said CEO Dmitry Petrov. The backlog stood at 817 helicopters, worth RUB350 billion ($11 billion) as of December 31.

Bell Helicopter has named Sameer Rehman director of international trade support for commercial sales and marketing. He was previously managing director for the Textron subsidiary’s commercial business in Asia Pacific. To succeed him, Bell promoted C.M. Hwang, formerly commercial business development manager for Australia, Indonesia, New Zealand, Papua New Guinea and Singapore.

Paraguay UNACE party leader and presidential candidate Lino Oviedo died February 2 when the Robinson R44 he was a passenger in crashed on a night flight from Concepcion to Asuncion. Adverse weather was reported in the area at the time of the accident, and the local press reported that the pilot, who was also killed along with Oviedo’s bodyguard, had objected to making the flight.

The San Marino Aircraft Registry secured the registration of a Pilatus PC-12 owned by a major Swiss company this week, marking the 43rd aircraft to be recorded at the registry, which made its debut in December at MEBA. Under new laws recently passed by the government of San Marino, it is now possible for aircraft to be registered in the principality under the name of the owner, ensuring that the process is completely transparent.
