The first 100-percent civil biofuel flight, conducted on October 29 in a Falcon 20, showed that the fuel is cleaner and just as efficient as conventional jet-A, according to results released by the National Research Council (NRC) of Canada. Information collected in flight and analyzed by the NRC revealed a 50-percent reduction in aerosol emissions.
Leading a Civil Air Patrol (CAP) delegation of 20 representatives on Friday, Maj. Gen. Chuck Carr rang the opening bell at the New York Stock Exchange. The event honored the CAP’s emergency search-and-rescue services for downed aircraft and missing people, as well as the disaster relief the group provides to communities around the U.S., Puerto Rico and the Virgin Islands. The CAP will celebrate its 72nd year of service later this year.
Stricter International Civil Aviation Organization (ICAO) regulations for the bulk shipment of lithium batteries by air took effect on January 1. Smaller quantities and packages of the widely used batteries, which can overheat and catch fire, now stand subject to labeling, packaging and documentation requirements.
Despite the European Union’s decision to postpone enforcement of its Emissions Trading Scheme (ETS) for international flights until next fall, President Obama signed a bipartisan measure on November 27 that orders the U.S. Secretary of Transportation to prohibit U. S. aircraft operators from participating in the EU carbon tax plan.
“With final passage of this act, the President and Congress stand as one in declaring that the EU-ETS is an overreach, it’s wrong, and it won’t fly with operators based here in the U.S.,” said NBAA president and CEO Ed Bolen.
ETS is still in full force for all flights between airports in the 27 European Union states, and also in the so-called European Economic Area (also including Iceland, Norway and Liechtenstein) as well as Switzerland and Croatia. The European Commission has made it clear that non-European operators will still be required to complete the monitoring, reporting and verification (MRV) process for carbon dioxide emissions from intra-European flights. They will also be required to submit carbon credits covering these emissions. Legal opinion seems to be in agreement that the new U.S.
The International Helicopter Safety Team (IHST), a global organization dedicated to reducing the civil helicopter accident rate, has added Robinson Helicopter president Kurt Robinson to its executive committee. He is a commercial helicopter pilot and he holds an MBA and a law degree from the University of San Diego.
Early in December, Eurocopter and the EASA published an additional emergency service bulletin and accompanying emergency AD. All AS350/AS355 Ecureuil (AStar and TwinStar) models are affected. Although no evidence of laminated half-bearing deterioration has been found on pre-B3e models, inspections are mandated. However, as the inspection interval is 10 hours, the AD will probably cause less inconvenience than those affecting the B3e.
The “high level group” formed by the International Civil Aviation Organization (ICAO) to develop a global agreement on reducing carbon emissions from the air transport industry convened for the first time on December 12. The group aims to draft a plan for adoption at the next ICAO Council, scheduled for September and October 2013.
Following three in-flight fires on transport aircraft over the past six years, two of which cost four pilots their lives, the NTSB recommended last week that the FAA improve fire-protection regulations. “These recommendations involve improving early detection of fires originating within cargo containers and pallets,” the Board said in its letter to the FAA.
