The eye-popping total of 2,750 pre-owned aircraft for sale today is a lot based on historical standards, but it is well below the peak reached a little more than a year ago. The broker community and OEMs monitor the total number of aircraft for sale because it is an important measurement on which to gauge the health of the used aircraft market, but when you scratch beneath the surface you realize that the sky is not falling.

The business jet market index from UBS Investment Research last month fell a further 8 percent, to 37, the second consecutive decrease and below the threshold of 50–the median above which a growing market is indicated and below which deterioration is seen. This follows a stable first half, in which the index held at 50–meaning stabilized conditions–for three consecutive surveys.

General aviation groups hailed the passage late last month of a bonus depreciation bill, H.R.5297, that will allow for accelerated depreciation of business aircraft. The House of Representatives already passed this legislation in June, but had to vote on it again on September 23 because the Senate’s version approved a week earlier contained minor differences.

The Senate passed its version shortly after legislators returned from their summer recess last week. The House of Representatives already passed similar legislation in June, but had to vote on the Senate version since it contained minor differences.

NBAA said the Senate approved legislation on Friday that includes accelerated depreciation for “strategic business purchases this year,” which includes business aircraft. “NBAA applauds the Senate action, and urges the House to approve the Senate-passed version this month to allow companies to take advantage of this accelerated, or ‘bonus,’ depreciation before the end of the year,” said NBAA president and CEO Ed Bolen.

Although support for accelerated depreciation for major equipment purchases is growing, Congress left for its summer recess without making it so. Last month, NBAA senior vice president for government affairs Lisa Piccione told the Greater Washington Business Aviation Association (GWBAA) that NBAA has joined 80 other business organizations in pushing to see accelerated depre ciation renewed in pending legislation in the Senate.

Despite the littered road of failed very light jet air-taxi firms, Linear Air said it has been able to make the model work and has even eked out a profit during one of the worst recessions since the Great Depression. The Concord, Mass.-based company said its revenues in the first half increased to nearly $1 million with its four Eclipse 500s, doubling the results from the first half of last year.
