Losing bidders have protested the U.S. Air Force’s contract award to Raytheon for the Three-Dimensional Expeditionary Long-Range Radar (3DELRR) program to replace the service’s primary ground-based aerial search radar. Northrop Grumman and Lockheed Martin filed protests with the Government Accountability Office (GAO) on October 21 and 22, respectively.

An independent study commissioned by New York’s Dutchess County recommends the county privatize its airport, the third busiest general aviation facility in the state in terms of operations and based aircraft. The airport, which has a 5,000-foot main runway, is owned and subsidized by the county.
Former Butler Aviation president Thomas Comeau died on Thursday at the age of 72. His nearly 30-year career at the FBO chain started at the Boston Logan facility as a flight dispatcher in the early 1960s. Comeau worked his way up the ranks, culminating in his position as president. He left the company in 1990 and formed T.F. Comeau & Associates, an aviation fueling and FBO consultancy. In 1995 he did a stint as president of DynAir Fueling before becoming senior vice president for global sales and projects at Swissport Fueling until his retirement.
StandardAero Business Aviation has named Kevin Malutinok and Melissa Maddox, respectively, as the new vice presidents and general managers of the company’s Springfield, Ill. and Houston, Texas facilities. They will be responsible for the sales and operational performance of each of their businesses. Malutinok comes to StandardAero from Dassault Aircraft Services in Wilmington, Del., where he served as the site’s vice president and general manager.
The system for monitoring aircraft noise at Boston Logan International Airport and Hanscom Field is being upgraded to provide near real-time flight-tracking data on the web to the public so they can use the technology to report aircraft noise complaints online. The system consists of 36 field monitors–30 in the communities around Logan Airport and six around Hanscom Field.
Pittsfield (Mass.) Municipal Airport recently completed a runway extension and safety improvements project. The undertaking brought the runway into compliance with federal safety standards by adding 1,000 feet of overrun. Work also included vegetation and storm water mitigation, culvert installation, roadway relocation, runway extension and safety area paving and lighting installation. Funding for the $22.5 million project included $13.4 million from MassDOT, $6 million in federal funds and more than $3 million from the City of Pittsfield.
Bedford, Mass.-based Rectrix Aviation began construction of a 26,000-sq-ft FBO at Worcester Regional Airport in Central Massachusetts on Tuesday. The $5 million facility will provide hangar space for maintenance and storage, and a customer terminal and conference center. Rectrix is currently providing FBO services at the field from the airport’s original main terminal until the new FBO is completed by the end of next year.
Rectrix Commercial Aviation Services has acquired APP Jet Center’s FBO facility at Sarasota-Bradenton International Airport (SQR), Fla., for an undisclosed cash amount. The move consolidates the Massachusetts-based company’s holdings on the field while reducing the number of service providers there to two. The Rectrix Aerodrome Center now encompasses 24 acres with more than 180,000 sq ft of hangars and passenger service areas. The addition allows the FBO to service up to four aircraft at a time, with space to accommodate another 60 aircraft.
On June 27 construction concluded on an engineered materials arresting system (Emas) added to the new runway safety area (RSA) at the departure end of Boston Logan’s Runway 33L. The new crushable concrete system sits atop a 300-foot-wide concrete pier that extends nearly 500 feet into the water. The Emas itself covers an area 500 feet long and 170 feet wide.
