Two faculty members from Penn State’s vertical-lift research center of excellence were honored recently at the fourth annual International Basic Research Conference on Rotorcraft Technology in Tianjin, China. Professor Edward Smith and research associate Jianhua Zhang were honored for their paper, “Influence of Aeroelasticity Tailored Wing Extensions and Winglets on Whirl Flutter Stability.” The research was underwritten by the National Rotorcraft Technology Center and the NASA Ames Research Center.

Two former officials of the National Aeronautics & Space Administration along with former President Clinton’s national science advisor have issued a report suggesting that the space agency should return to its roots by restoring the aeronautics portion of its mission.
In an independent assessment of the V-22 Osprey tiltrotor program conducted by NASA at the request of the U.S. Navy, a blue-ribbon panel has given the often troubled program a clean bill of health, at least from the aerodynamic point of view. Chaired by Dr.
Google founders Larry Page and Sergey Brin are being criticized for a deal they struck with NASA to base a VIP Boeing 767-200 and two Gulfstream Vs at the space agency's Moffett Field, minutes away from Google's headquarters in Mountain View, Calif. Moffett Field was transferred from the Navy to NASA in the early 1990s, but community opposition has prevented expanding the airport's use to general aviation or air cargo operations.
With White House budget cuts restored by Congress, NASA is returning to its roots by restructuring its aeronautics research mission directorate to emphasize cutting-edge fundamental research, as well as protecting its far-flung test facilities as national assets.
Proposed funding cuts that could affect NASA’s ability to conduct aeronautics research–including work on the Next Generation Air Transportation System (NGATS)–continue to draw fire from lawmakers, aerospace officials and academia.
Congress Might Clip NASA’s Wings
NASA’s use of seven of its fleet of 85 aircraft to transport employees to routine site visits, meetings, speeches and conferences cost American taxpayers $20 million more than having space agency personnel fly on the airlines.
NASA is restructuring its aeronautics research programs, including fundamental aeronautics, airspace systems, aviation safety and aeronautics testing. Among the goals of the restructuring are protecting and maintaining NASA’s key aeronautics research and test facilities as national assets.
NASA is requesting 3.2 percent more for its FY2007 budget than it requested for this fiscal year, but the agency’s aeronautics division may not benefit from the proposed increase. In fact, the Aeronautics Mission Research Directorate might lose 18 percent of its funding. The agency’s request went to Congress for debate early last month.
