More stringent training requirements for pilots of Mitsubishi MU-2Bs have been recommended by an FAA Flight Standardization Board (FSB) report, but they stop short of mandating a type rating for the turboprop twin. The report follows a safety review initiated by the agency last year following a series of MU-2B accidents.

A spate of crashes that led the FAA to propose mandatory pilot training requirements for the Mitsubishi MU-2 galvanized Rep. Tom Tancredo (R-Colo.) into action. Representing constituents Jim and Linda Presba, whose son was killed in a Dec. 10, 2004, MU-2 crash near Centennial, Colo., Tancredo launched an effort to force the FAA to ground the MU-2.

Although the FAA allowed only 30 days for comments on the proposed Special FAR mandating Mitsubishi MU-2 pilot training, 72 comments were submitted to the docket. The SFAR will require all MU-2 pilots to obtain initial/transition, requalification, recurrent and/or differences training.

On Thursday, the FAA plans to release a proposed special FAR (SFAR) mandating recurrent training for all Mitsubishi MU-2 pilots. The notice of proposed rulemaking (NPRM) will have a short 30-day comment window.

Mitsubishi MU-2B-36, Pittsfield, Mass., March 25, 2004–The NTSB determined the cause of the accident was “the pilot’s loss of aircraft control for undetermined reasons, which resulted in an inadvertent stall/spin and subsequent impact with the ground.”

Denying it is re-evaluating safety aspects of the Mitsubishi MU-2 in response to requests from several Colorado legislators, the FAA said its investigation is the result of a “recent increase in the accident rate” of the turboprop twin. As of press time, 11 people have been killed in six accidents involving MU-2s since last March, including two in Colorado. The MU-2 was the subject of two previous evaluations–in 1983 and 1991.

The FAA is not planning to ground the Mitsubishi MU-2, despite a plea from Rep. Tom Tancredo (R-Colo.) to FAA Administrator Marion Blakey in a letter sent June 23 last year. Nor does Mitsubishi Heavy Industries plan to issue a “voluntary recall,” as Tancredo requested in a subsequent letter dated September 29.

In the most recent flare-up of controversy about MU-2 safety and upcoming formal training requirements, a small bit of information about something called “level-E” training standards leaked out of the voluminous FAA reports yet didn’t get much attention.

MU-2 operators can expect to have to complete a more stringent flight-training program, similar to a type rating, as a result of the FAA’s inquiry into the aircraft’s safety record. The new training likely to be required was one of the subjects of the recent 2006 MU-2 Pilots Review of Proficiency (Prop) seminar.
