Too often, as their terms of office draw to a close, politicians and political appointees sign into law decisions and future commitments that many might describe as potentially self-serving. But in her last days as FAA Administrator, Jane Garvey characteristically took the high road, by committing the FAA to move expeditiously toward a nationwide public-use required navigation performance (RNP) environment.

The FAA is considering a Boeing proposal that eventually could replace 18 different kinds of instrument approaches with a single, ILS-like procedure. Based on required navigation performance (RNP) and area navigation concepts, the new RNP Rnav approaches would use the aircraft FMS to create procedures that eliminate stepped or non-precision approach paths.

Honeywell late last week received FAA designation as a consultant for Required Navigation Performance Special Aircraft and Aircrew Authorization Required (RNP SAAAR) operational approvals. The move closely follows approval early this month for PlaneView-equipped Gulfstreams to fly RNP SAAAR procedures, which allow more precise approaches and departures, increasing operational efficiency and reducing operating costs, noise and emissions.

The FAA has begun redesigning high-altitude airspace above FL390, and among the first beneficiaries will be Rnav- and RNP-equipped business jets that routinely operate at those altitudes.

Starting in November, countries in Europe will start requiring operators to be approved for Precision Rnav (PRnav) if they intend to use their Rnav equipment in terminal areas that have Rnav procedures.

The FAA published a broad final rule last month that incorporates Rnav definitions, clarifies the intent of obstacle departure procedures and modifies definitions to seek consistency with ICAO wording. With this rule, the FAA is amending FAR Part 1.1 to include or amend definitions for decision height, decision altitude and final approach fix.

AOPA wrote a letter to the FAA last week saying that if a new policy outlined in Advisory Circular (AC) 90-100A is allowed to remain as it is currently written, more than 25,000 GPS users will not be able to use the unit as a substitute for DME or Rnav procedures.
