The FAA has finally put a regulatory nail in the coffin of ice bridging with a new rule requiring Part 121 airline pilots to activate deicing systems at the first indication of ice accumulation.

The FAA’s Draft Advisory Circular 20-147A released last month provides new guidance to aircraft manufacturers on compliance with regulations covering engine ­induction system icing and engine installation ice requirements. Comments on the draft AC are due by November 1.

Comments submitted to the docket in response to the FAA’s proposal for new icing certification regulations range from self-serving promotion of new inventions to carefully considered suggestions about how to improve icing safety after decades of study and hundreds of fatalities.

The FAA yesterday issued Draft Advisory Circular 20-147A, which provides new guidance to aircraft manufacturers on compliance with regulations covering engine induction system icing and engine installation ice requirements. The new guidance will replace AC20-147A, which was last revised in 2004. Comments on the draft AC are due by November 1 and can be sent to the FAA's John Fisher.

Proposed changes to FAR Parts 25 and 33 address dangerous icing conditions caused by supercooled large drops, including a requirement that manufacturers not only show that airplanes can operate safely in those conditions but also with specific performance and handling qualities. Bombardier BD-100-1A10, Wheeling, Ill., Feb. 24, 2010–The Challenger 300 was substantially damaged when it was struck by a de-icing vehicle while preparing for departure for a Part 91 flight from Chicago Executive Airport. Marginal VMC existed at the time of the accident. Neither pilot on board was injured.

The House aviation subcommittee yesterday held a hearing on aircraft icing to address issues brought to light by the NTSB’s recent “Most Wanted” list of “unacceptably slow” progress on icing rulemaking.

The FAA recently issued a revised Special Airworthiness Information Bulletin–SAIB SW-08-03R1–to warn helicopter operators of the “hazards of snow and ice,” according to the FAA Rotorcraft Directorate’s Safety Management Group in Fort Worth. The bulletin, “Recommendations for Rotorcraft During Icing Conditions,” was released in 2003, and new data has been added following additional FAA testing.

Twin Commander 690C, Wray, Colo., Jan. 15, 2009–The pilot’s failure to maintain aircraft control during the landing approach, resulting in an aerodynamic stall, was the probable cause of the crash, according to the NTSB. The Board also noted that the pilot’s improper preflight planning and conditions conducive to structural icing contributed to the accident.
