Revisions to the service difficulty reporting (SDR) requirements in FAR Parts 121, 135 and 145 (air carriers and repair stations) set to have gone into effect on January 16 have been delayed until Jan. 30, 2006. As a result of several unresolved issues raised by the industry, the agency has delayed the effective date of the revisions on four separate occasions since the final rules were adopted on Sept. 16, 2000.
The FAR Part 135 Aviation Rulemaking Committee (ARC) delivered a long-awaited briefing on its research and a preview of the coming notice of proposed rulemaking. The committee’s two-year charter comes to a close this month, and the committee met for the last time in late February.
The final report of the FAA/industry rulemaking age-60 committee is now posted on the agency’s Web site. The committee was unable to reach consensus on whether to increase the mandatory retirement age of 60 for airline pilots. As expected, the FAA extended the reservation and slot program under the high-density rule at New York La Guardia Airport. The program, which includes a slot-reservation system for general aviation operations (six slots are available per hour between 6 a.m. and 10 p.m.), was set to expire January 1. The FAA has proposed a long-term rule in a notice of proposed rulemaking that would further limit the number of operations at La Guardia.
More stringent training requirements for pilots of Mitsubishi MU-2Bs will result from an FAA special safety review of the turboprop twin. The review, a portion of which was released today, was initiated last year following a series of MU-2B accidents. For Part 135 operators, the additional requirements will become part of their FAA-approved training syllabus and will be effective shortly.

Despite comments on a variety of subjects regarding the FAA’s proposed Special FAR mandating training for Mitsubishi MU-2 pilots, the agency has made changes to only one part of the proposal. Yesterday, it issued a supplemental notice of proposed rulemaking, redefining pilot experience requirements.
The FAA has released an NPRM for FAR Part 145 repair stations that proposes revising the established rating system to eliminate the current class system in lieu of more general ratings such as “airplane.” In addition, it would require all Part 145 repair stations to implement an expanded quality- assurance program, citing its criticality to “maintaining safety.” The FAA estimates that developing the program at a small repair station would cost
In an effort to encourage users to take advantage of its online Event Reporting safety-management system, the Helicopter Association International (HAI) recently eliminated the $300 subscription fee and made the system free to anyone who wants to use it.
