The Helicopter Association International will look at operational and flight safety issues faced by aerial firefighters and provide an overview of the upcoming 2015 fire season next month (November 17 to 19) at its firefighting safety conference in Boise, Idaho. The conference includes an interagency briefing with the Department of the Interior and the U.S. Forest Service. Attendance is free but advanced registration is required.

U.S. Homeland Security secretary Jeh Johnson

U.S. secretary of Homeland Security Jeh Johnson used an analogy from American football to explain why his department will open new customs pre-clearance facilities at foreign airports to screen against potential terrorists. “Any opportunity I have to defend the end zone from the 50 (yard line) and not just my one-yard line, I will take,” Johnson said October 14 in a speech to the Association of the U.S. Army annual meeting in Washington, D.C.

The International Helicopter Safety Team (IHST) released two new safety bulletins last week focused on risk assessment and professionalism. The first, a flight/ground risk assessment tool (Frat/Grat), explains how a good Frat/Grat is intended to operate, and offers operators guidance for how to create their own. The second bulletin is called “Setting the Right Example: Flying Safely Even When No One Is Watching.”

Triggered by the loss of an Air France Airbus A330 in June 2009 in the Atlantic and compounded by the loss of a Malaysian Airlines Boeing 777 in the Indian Ocean in March, representatives of ICAO member states and of the aviation industry agreed on a set of near-term priority actions and a framework for medium- and long-term objectives, at a special meeting on global aircraft tracking at ICAO in Montreal on May 14.

Lawmakers finally received a response to questions about U.S. Customs and Border Protection (CBP) searches of general aviation aircraft on domestic flights, but they remain unsatisfied. The response came from the Department of Homeland Security (DHS), the umbrella federal agency that includes CBP. Sen. Pat Roberts (R-Kan.) received a letter and a table reporting more details about some of the incidents, but Roberts and Sen. Jim Risch (R-Idaho) were not fully satisfied and sent a letter on February 12 requesting a briefing and more written responses from the DHS.

The Association of Air Medical Services (AAMS) hosted its air medical safety summit last month in Washington, D.C. Topics covered at the event included enhancing professionalism, data collection, coordinated communications, technology and developing a low-altitude infrastructure that supports the helicopter EMS community.

Bell Helicopter signed an agreement with Avincis Group for the sale of up to 20 helicopters today at Helitech International 2013 in London. The deal includes a mix of 429s, 412s and 412EPIs, largely for use in search-and-rescue operations. Avincis Group provides aerial services for mission-critical operations, such as medical emergency, civil protection, search-and-rescue, coastal and urban surveillance, firefighting and energy support services.

The FAA issued an airworthiness directive–2013-18-09–on September 18 affecting some Honeywell ASCa emergency locator transmitters (ELTs) installed on transport-category aircraft.
