Shut down years ago for nearby construction, the Providence (R.I.) downtown helipad has reopened for dropoffs and pickups only (no parking). Prior permission is required to use the resurfaced and remarked (but unlit) helipad on the shore of the Providence River. To make reservations, pilots should call (401) 737-4000, extension 227 or 228.
A coalition of general aviation interests was successful in getting aircraft sales and use taxes repealed in Rhode Island when Gov. Donald Carcieri signed legislation that exempts the sale, storage, use or other consumption of new or used aircraft and aircraft parts from taxation. Labor charges continue to be exempt where they are separately stated by the seller.
The Rhode Island Airport Corp. (RIAC) is looking for a developer to help renovate North Kingstown Quonset State Airport (OQU), formerly the Quonset Naval Air Station. The airport has 7,500- by 150-foot Runway 16/34, with an ILS on Runway 16 and VOR/DME and GPS approaches to Runway 34. There is also the crosswind Runway 5/23, which is 4,000- by 75 feet.
The Rhode Island division of taxation issued a revised regulation regarding the application of a user tax to noncommercial aircraft in the state. The new regulation clarifies many of the uncertainties created by the previous emergency regulation, such as making it clear that the tax applies only to noncommercial aircraft exceeding specified operating limits within the state.
