While repair station respondents to a survey by Saint Louis University’s Center for Aviation Safety Research agree that safety management systems (SMS) are a good idea, most have not begun developing their own SMS. The survey tallied responses from nearly 500 accountable executives at Part 145 repair stations.

The International Standard for Business Aircraft Operations (IS-BAO) program, a set of best practice standards for business aircraft operators developed in 2002, has surpassed 700 registered operators, International Business Aviation Council (IBAC) director general Kurt Edwards announced yesterday. This group of operators includes both noncommercial operators of business aircraft and air charter companies.
Two $2,100 American Eurocopter scholarship winners will attend a comprehensive training program aimed at improving the safety of air medical transport. Josh Weiland, safety officer for Sanford AirMed Enterprise, based in Sioux Falls, S.D., and Peter Carros, safety manager for Geisinger Health Systems in Danville, Pa., will attend the Safety Management Training Academy conducted annually by the Association of Air Medical Services.
Congressman Mike Pompeo (R-Kan.), whose district includes Wichita, has introduced a House bill to implement changes in the certification process for light general aviation aircraft. H.R.1848, the “Small Airplane Revitalization Act of 2013,” has already been referred to the House aviation subcommittee for further legislative action.

New risk and safety management requirements imposed by the European Aviation Safety Agency are continuing to take up a lot of management time at TAG and other aircraft operators. TAG recently became the first business aviation company to achieve EASA’s stage-two requirements for its safety management system.
The Argus Prism annual audit of safety management system (SMS) implementations has been released and reveals deficiencies in areas different from those of the 2011 results.
According to Argus, “The objective of this report is to highlight those recurring problem areas found in SMS implementation and execution.”
The 58th Flight Safety Foundation (FSF) safety seminar for business aviation was held in Montreal last month under a new name. What has long been known as CASS (corporate aviation safety seminar) is now called BASS (business aviation safety seminar), “to align us better with the business aviation community, which comprises 60 percent of the foundation’s membership,” according to FSF CEO Kevin Hiatt.
NetJets has become the first combined 14 CFR 135/91K operator to achieve Level IV of the FAA’s Safety Management System Pilot Program. The March 27 certification provides a four-level system acknowledging development of a formal SMS in accordance with both FAA and international standards. The program is designed to guide operators in developing and implementing an integrated, comprehensive safety management system for their organization and required the U.S.-based operator to conduct thousands of hours of additional safety training for all employees.
Part 135 flight and duty regulations are not yet on the front burner of aviation rulemaking, John Duncan, deputy director of FAA Flight Standards Services, told attendees at the Air Charter Safety Foundation (ACSF) safety symposium last month. The agency has a full plate writing new regulations because of congressional mandates included in the “Airline Safety and FAA Extension Act of 2010.”
