The FAA has issued a notice of proposed rulemaking to adopt a new airworthiness directive for Airbus Helicopters AS355Es, AS355Fs, AS355F1s and AS355F2s with a Fueltron flowmeter installed. This AD would require removing each flowmeter, replacing the fuel system hoses and disabling the electrical connections for the flowmeter installation. It is prompted by a report of particle contamination creating an obstruction in a flowmeter, resulting in an uncontrolled flameout of the engine.
NBAA is challenging the IRS’s position that the 7.5-percent ticket tax applies to Part 91 operations where the aircraft owner retains a management company. It has taken the dispute to the IRS itself, as well as the Treasury Department and Congress, saying these aircraft owners “simply hired a management company to provide certain support services” and shouldn’t be viewed as commercial operations subject to the ticket tax.
The delayed ADS-B OUT equipage mandate in Europe has been voted for by the European Union’s Single Sky Committee, but it has not yet been adopted by the European Commission, according to a spokesman for the Directorate-General for Mobility and Transport Unit E2–Single Sky & Modernization of Air Traffic Control. Canadian air navigation service provider Nav Canada says the number of monthly controller-pilot datalink communications (CPDLC) contacts in domestic airspace has grown 10-fold since September 2012. At that time the monthly tally was about 7,000, but by May this year it had reached 76,000. National adoption of CPDLC was completed in April this year when the Toronto center began employing the text-based communications system.
More than 60 cyclists representing TAG Aviation, Gulfstream, Cessna, Jetex and the Resource Group completed a 250-mile ride from Paris Le Bourget Airport to Farnborough Airport on Monday. The riders raised approximately $85,000 for aviation charity Fly2help, which gives people living with disability, serious illness, bereavement or isolation the chance to experience a flight.
The United States Court of Appeals for the Fifth Circuit recently issued a decision that allowed a Part 91 operator to continue to apply the “Age 65 rule” originally intended for airline pilots to its operations, according to NBAA.
JetSeat is offering drug-and-alcohol testing programs for FAR Part 145 repair stations worldwide. FAA Part 91, 135 and 145 operators are required to implement and administer drug-and-alcohol testing programs that include written policy; drug-and-alcohol testing; supervisor and employee training for all safety-sensitive positions; and a continuing drug-and-alcohol abuse prevention program.
Wisconsin Governor Scott Walker signed into law a bill that will exempt aircraft parts and labor used in maintenance from state and local sales taxes. The bill passed the state Assembly in March and the state Senate in February with strong bipartisan support. The European Parliament adopted a new accident/incident-reporting rule on March 4. The legislation is intended to accelerate the flow of relevant accident/incident information, thereby speeding the analysis and adoption of new procedures to reduce accidents.
