The FAA is proposing to amend airman medical standards so that refusing to submit to a required drug or alcohol test carries the same penalty as failing a test–revocation of an airman medical certificate. Until Bombardier develops a fix and it is FAA approved, operators of about 255 U.S.-registered Learjet 23s through 25s will be required to disable the thrust reversers. In a proposed AD, the FAA says it has two reports of the reverser accumulators failing, which also caused loss of hydraulic power. The failures were caused by fatigue cracking, according to the agency.
Former insurance competitors Aero Insurance and AirSure have merged to form what officials say is now the “largest general aviation insurance broker in the world.”
The Aeronautical Repair Station Association (ARSA) is conducting an industry-wide survey to quantify the effect of aviation maintenance on the economy. The confidential, Web-based survey is open to ARSA members and non-members.
1. Don’t overinsure or underinsure your aircraft. Hull insurance policies are stated-value policies. In case of a total loss the insurance company pays the stated value of the policy. Be sure to know your aircraft’s true replacement cost and insure the aircraft for that amount. Overinsuring your aircraft results in higher premiums; underinsuring means you’ll need to pony up extra money to replace that aircraft if it’s lost.

In the rating codes chart in AIN’s 2004 product support survey (August, page 20), the overall average shown for Honeywell (Allied Signal/Textron Lycoming) turbofan engines should be 5.592. The value is incorrectly given as 6.592. Also, the overall average for Turbomeca turboprop/turboshaft engines should be 5.771. It is incorrectly given as 6.771.
• When Congress returned from its summer sojourn, lawmakers had 15 workdays scheduled for September. Very few, if any, were on the books for this month, as lawmakers will spend considerable time preparing for the November elections.
The Minnesota Department of Natural Resources was scheduled to receive an Enstrom 480B turbine single last month. Special equipment was to include a loud-hailer PA/siren and mounts for a camera and searchlight. The agency will use the helicopter for missions such as non-fire resource assessment, census and law enforcement, including compliance with state game, fish and recreational vehicle laws. The aircraft will be based in Brainerd.
The House appropriations subcommittee on Transportation, Treasury and Housing has approved a Fiscal Year 2006 funding bill that includes $14.4 billion for the FAA, $877 million more than the agency’s funding for this fiscal year and $1.74 billion more than the Bush Administration requested.
