Pilots flying into Colorado’s ski-country airports are already aware of the controversial special traffic-management program (STMP) for filing for slots into the crowded airspace. Every year, particularly during the holiday seasons, pilots’ frustration levels rise as the number of available arrival slots dwindles, especially during bad weather.

A Super Bowl Special Traffic Management Program (STMP) for the Houston area will be in effect January 28 through February 3, requiring all non-airline operators to obtain arrival and departure reservations for seven airports within the greater Houston area. Reservations can be obtained up to 72 hours before arrival and departure times.

IFR special traffic management programs (STMP) are in effect during the ski season at three Colorado airports (Aspen, Eagle and Rifle) during these dates: February 15 through February 20 and March 15 through April 3. The daily STMP start/end times this year begin each day at 8 a.m. MST and end at 6 p.m. MST to help align the STMP with sunrise/sunset times, since many operators are unable to operate outside daylight hours.

Effective December 8, all operators requesting a special traffic management program (STMP) reservation electronically will be required to update their registration information. In addition, a new e-STMP process of obtaining and verifying reservations will go into effect at that time. The FAA has published FDC notam 5/0872, which addresses the IFR STMP for the “ski mountain” airports.

Traditionally, the FAA has implemented a Special Traffic Management Program (STMP) for operations at NBAA Convention airports. However, for this year’s convention–to be held November 9 to 11 in Orlando, Fla.–local FAA facilities will manage departure demand without a reservation require- ment at nearby airports. For arrivals, the FAA will use a new type of ground delay program called GAAP, introduced in late 2004.
