The Orange County, Calif. board of supervisors has certified an environmental impact study and master plan for reuse of the former El Toro Marine Corps Air Station following receipt of an FAA report stating that a commercial airport on the site can be operated safely. The U.S. Navy, current owner of the property, and the FAA have up to six months from October 26 to issue a decision finalizing the process.

After a ballot initiative stripped the former El Toro Marine Corps air station in Orange County, Calif., of airport zoning, backers are seeking a heart transplant for the airport through a lawsuit to have the initiative ruled unconstitutional. Meanwhile, proponents of a modified El Toro Airport plan are collecting signatures in hopes of putting an authorizing initiative on the November general election ballot.
