Canada’s Transportation Safety Board has made recommendations in line with the growing concern from the FAA and NTSB about the safety of Cessna 208 Caravans in icing conditions.

Investigators have determined that a Cessna 208B Caravan that crashed near Pelee Island, Ontario, on Jan. 17, 2004, exceeded the maximum allowable takeoff weight by at least 15 percent, in addition to being contaminated with ice. All 10 people on board were killed in the accident.
At the annual Canadian Business Aviation Association (CBAA) Convention held in Vancouver earlier this year, CBAA president Rich Gage announced that all Canadian private corporate operators have enrolled in the CBAA/Transport Canada Private Operator Certificate (POC) program.
If Transport Canada decides to accept a recommendation from that country’s Transportation Safety Board (TSB), Canadian-registered Cessna Caravans would be prohibited from operating in moderate or severe icing. In March, the FAA adopted such a rule for all U.S.-registered Caravans. The TSB’s recommendation results from its investigation and study of several ice-related Caravan accidents in Canada, the U.S. and elsewhere.
