Boeing and Russia’s privately owned East Line signed an agreement to establish Russia Technique at Moscow’s Domodedovo Airport for maintenance of non-Russian-made airplanes. East Line plans to invest between $40- and $45 million in the project over the next 30 months. The facility will start work on Boeing 737s in about seven months, according to Boeing.

Glenn Hess, a longtime Boeing and McDonnell Douglas senior executive, has been named president and COO of Bell Helicopter. He fills a hole in the senior staff vacated by John Murphey when he was promoted to chairman and CEO. Key to both Hess’ and Murphey’s success will be putting Bell’s troubled civil and military tiltrotor programs back on track.

Operators of some posh FBOs sometimes complain that pilots are “looking for Wal-Mart prices.” At Beaver Lake Aviation at Rogers (Ark.) Airport (ROG), that’s exactly what they’ll find. The FBO is a division of the massive retailer and grew out of its corporate flight department. Wal-Mart has a lengthy aviation heritage, with founder (and avid pilot) Sam Walton having traveled the country by air, seeking new store locations.

Boeing’s number-crunchers published their long-awaited new commercial market outlook at the Farnborough show–the first full-blown revision of airliner demand since September 11. The new forecast anticipates 24,000 new airplane deliveries over the next 20 years, which is actually 500 units more than the U.S. airframer had envisioned in its 2001 report.

Boeing will delay first flight of the 787, this time by as much as six more months, as it continues to grapple with slower-than-expected completion of work originally meant for suppliers, the company said today. It now expects to fly the first airplane some time during this year’s fourth quarter–at least 14 months later than originally planned.

 Boeing has named Ralph Boyce president of Boeing Southeast Asia. Boyce succeeds Douglas Miller, Boeing Integrated Defense Systems vice president and leader of the Boeing Singapore office, and Paul Walters, who led Boeing’s business activities in Southeast Asia. Miller and Walters are retiring. Boyce previously served as the U.S. ambassador to Thailand as a member of the U.S. Senior Foreign Service.

Two U.S. Air Force C-130Hs are now being flight-tested at Edwards AFB with the Boeing avionics modernization program (AMP) upgrade. This program has been much delayed by procurement policy changes and cost overruns. But Boeing told AIN that test flights are going well, with no changes needed to the first software release. A third and last flight-test aircraft will join the program next year.

Boeing parts and aftermarket services company Aviall (Stand No. N39) has announced it will open a new customer service center in Dubai in the third quarter of this year. The new facility will serve commercial, military and business aviation customers in the Middle East and North Africa, providing support for more than 225 manufacturers of original parts and equipment.

Boeing has embarked on a series of important initiatives–including a joint-venture proposal–that strengthens its ties with India. In the process, the company is hoping to become what Boeing India’s president, Ian Thomas, described as “India’s preferred aerospace and defense partner and provider.” Boeing currently is competing with five of the world’s major fighter manufacturers for a 126-aircraft order from the Indian Air Force.
