On Tuesday, President Bush sent to the Senate the nomination to the NTSB of Robert L. Sumwalt III, a long-time aviation safety advocate and aviation department manager of South Carolina-based Scana. If confirmed, Sumwalt would occupy the seat vacated last August by Richard Healing and, with an accompanying reappointment, would continue until the end of 2011. The nomination must pass a Senate Commerce Committee hearing, not yet scheduled, and a full Senate vote. In a letter to President Bush dated December 1 last year, recommending Sumwalt for consideration, NBAA stated, “As a trained accident investigator, NASA research assistant and aviation training safety instructor, Mr. Sumwalt would significantly strengthen the Board’s aviation expertise.” He is a member of NBAA’s Safety Committee and has worked on issues including runway incursions, cockpit procedures, wind shear and safety research.
