FAA Pushes Ahead with New Charter OpSpec

The FAA is moving forward with a plan to release Charter Operations Specifications A008 (OpSpec 008) and associated guidance on August 31. However, the National Air Transportation Association said the agency assured it that the OpSpec “will not be issued by local inspectors to operators until adequate time has passed for the FAA to receive comments and for operators to make any necessary revisions to their operations manuals, procedures and pilot agreements.” NATA has requested that the FAA provide until January 31 next year “for operators to contact their POI for issuance of the new A008, presuming a final version is available no later than September 30.” The association said it has one final meeting planned with the FAA later this month to discuss the new rules. OpSpec 008 will replace Notice 8400.83, published last June. The issues discussed in these notices surfaced after the Darby Aviation/Platinum Jet Challenger 600 accident at Teterboro, N.J., in February last year and following other FAA enforcement actions against companies flying allegedly illegal charters.
