Repair Station Quality Rules Proposed

Nine months later than planned, the FAA issued a notice of proposed rulemaking (NPRM) for repair stations that would revise the system of ratings and require Part 145-certified repair stations to establish a quality assurance program. The agency also proposes additional changes it believes are “critical to maintaining safety.” These include requiring a repair station to maintain a capability list, designating a chief inspector and having permanent housing for its facilities, equipment, materials and personnel. In addition, this proposal specifies those instances in which the FAA can deny a repair station certificate. The proposal looks at the particular cases where the agency revoked a previously held certificate. Lastly, the agency proposes to clarify recent revisions to the repair station regulations. “This action is necessary to reflect changes in aviation technology and repair station business practices,” said the agency. Comments are due March 1. Last December, the FAA said the NPRM was scheduled to be published in February of this year.
