Russian deputy prime minister Vladislav Surkov, whose responsibilities in the government include supervision of the country’s Glonass satellite-based navigation system, aims to require that all aircraft–even foreign-registered ones–flying in Russian airspace use the Glonass satellite-based navigation system. He was speaking at the Glonass Forum 2012, held in Moscow late last month.
The Russian government previously listed applications where Glonass receivers and respective timing devices would be made mandatory and set time frames for state and commercial companies to implement this, but foreign-registered aircraft were not included. There is a requirement for aircraft operated by Russian-registered airlines to use Glonass receivers, but its original 2011 implementation date has been deferred several times due to a shortage of Glonass equipment. The implementation date for Russian airliners is currently set for next year.
While Glonass can in theory be added to modern aircraft, the three major business jet avionics manufacturers–Honeywell, Rockwell Collins and Garmin–told AIN that they do not currently offer any kind of Glonass option or solution for their avionics. Rockwell Collins was previously “aware of the possible Glonass mandate in Russia,” the company said, adding, “Our current offering of space-based navigation and position-reporting products do not support Glonass.”
