Not long ago, Raytheon Co. had to defend its standard terminal automation replacement system (Stars) against criticism by the DOT inspector general and the union that represents FAA employees who maintain ATC equipment (AIN, July, page 103). Now Raytheon is fighting allegations in a new report from the General Accounting Office that “major flaws” exist in Stars, which is scheduled for its national rollout next month at Philadelphia International Airport. “Based on the successful results of [two years of testing by both the FAA and Raytheon, the system was declared operationally suitable by the FAA test team in early September,” Raytheon said.
