<p>The NTSB will revise its current requirement to require notification of ACAS for all advisories within Class A airspace. The new rule requires notification only “when an aircraft is being operated on an IFR flight plan and the advisory is necessary to avert a substantial risk of collision between two or more aircraft.” This direct final rule will be effective Feb. 16, 2016,&nbsp; unless the NTSB receives adverse comment by Jan. 14, 2016. If the Board receives adverse comment, it will withdraw the rule.</p>
